VISITATION
Visiting Area:
The inmate will be provided an accessible visitation area.
Attorney Contact:
Inmates have the right to contact their attorney and keep in touch with him/her about the progress with their case. This may be done in three ways:
FIRST, inmates are free to write to their attorney and know that the contents of their letter will not be reviewed, inspected or read by the staff at the jail.
SECOND, inmates may receive visits from their attorney to discuss their case. Attorneys may come to the jail at a time of their choosing to meet with their clients. The jail will make every effort to provide attorneys, their investigators and their clients with a private place to meet. Generally, these visits are held during the day and early evening hours.
THIRD, inmates may also use the telephone to contact their attorney.
List of Approved Visitors:
An inmate has the option of listing five (5) individuals who are fourteen (14) years of age as visitors.
An inmate is allowed three (3) periods of visitation per week.
The inmate may list one (1) visitor for each visitation period, or may list the same visitor for more than one (1) visitation period. If a visitor is listed more than once he/she will not be allowed to visit more than once per day.
Visitors should be listed during the book-in phase.
If the inmate wishes to change the visitors list, he/she can request the change on a Request for Change of Visitors Form. The inmate must wait sixty (60) days before changing their visitor’s list and may change the visitor’s list once every sixty days thereafter.
Posting of Visiting Hours:
All Visitors shall be scheduled on a first- come, first- served basis for one visitation period.
There is no visitation during meal times.
Notices will be posted throughout the Housing Zones indicating the exact length of the visitation periods, visitation hours and the proper visitation days for each Housing Tower and Jail Annex.
Out-of-town visits are classified as a Special Visit.
Visitation System
1. Visitors will secure a Visitor's Pass, which will be written and approved by a Jail Officer prior to their visiting an inmate. The approval of visitors will be taken from the computer printout, which becomes effective each Sunday morning. Inmates will be eligible to receive their first visits on, or after, the first Sunday of their incarceration.
Regular Visitation
a) Each visitor must present two (2) pieces of valid identification. At least one (1) must show the location where he/she resides.
b) There are a maximum of three (3) visits.
c) Anyone who visits with an inmate on a regular basis must be listed as one of that inmate's regular visitors. This would apply to anyone who visits an inmate more than once in a thirty (30) day period.
Special Visitation
In addition to the regulations that apply to regular visitation the following regulations apply for Special Visitation:
a) The individuals requesting a visit must be from an area or town which is outside a radius of one hundred (100) miles or more from the jail or annex.
b) Visitors must be approved by the Watch Commander or his/her designee.
c) All out- of- town visitors will be counted as part of the maximum number of three (3) visitors allowed per week.
2. Visitation will take place in the individual visitation areas provided.
3. Time limits for visitation shall be posted in the Housing Zones and Jail Annex's. Such notices will apply to each regular visitor the inmate receives. These notices will identify the length of the period, location, times and days of visitation accordingly.
4. All inmates and visitors must abide by an acceptable behavior and dress code that must not be offensive to other visitors, staff or other inmates. Shoes and shirts must be worn during visitation. Any inmate or visitor who does not meet this requirement will not be allowed to visit.
5. Inmates and visitors must conduct themselves in a business-like manner. Profane or abusive language will not be permitted.
6. No one under the influence of alcohol or drugs will be allowed to visit.
7. Visitors (regular visitors) must secure all personal property within the Public Lockers located in the Jail's Lobby. No personal property (pocketbooks, hand-bags, packages, umbrellas, etc.) may be carried into the visitor’s areas or into any internal areas of the jail.
8. Anyone violating these or other jail rules will be directed to leave the premises. That visitor may also be removed from the inmate’s visitation list and permanently denied future visitation.
9. Visitors may leave money for inmates in the jail lobby. All money shall be receipted for posting to the inmate's money account. A copy of the receipt will be given to the person leaving the money and a copy shall be forwarded to the inmate.
10. Inmates may incur criminal charges as a party to a crime if a visitor attempts to smuggle any contraband into this facility. Contraband is defined as any item that is not issued or authorized by this institution.
11. Rules and Regulations governing visitation apply to all forms of visitation.
MAIL
Acceptable Items
Packages are limited to the following items ONLY:
United States Postal Money Orders may be left for an inmate at the Information Booth in the Jail's Lobby.
Any monies sent to an inmate through the U.S. Mail must be in the form of a United States Postal Money Order. No other type of money order will be accepted. All others will be returned to the sender along with the letter or package in which it was contained.
Court clothes will only be accepted for those inmates going to jury trials. The inmate's attorney of record must arrange for these clothes to be delivered to the Sheriff's Office staff located at the Fulton County Justice Center Tower; 185 Central Avenue, SW; 9th Floor; Atlanta, Georgia 30303. Arrangements for the acceptance and delivery of these clothes can be made by calling 404-730-5152 during the hours of 8:00am until 6:00pm Mondays through Fridays, excluding Holidays.
If a parcel is not received by an inmate, the sender must have the U.S. Postal Service trace that parcel from the original location from where it was mailed.
Unacceptable Items
No periodicals are allowed to be mailed or brought to an inmate from outside of the jail. If any type of reading material is received through the mail, it shall be returned to the sender.
Fulton County Jail Programs FOR INMATES
Fulton County Jail Programs provide educational/treatment opportunities for inmates in self enrichment, life management, substance abuse, educational enhancement, job counseling and job referrals, with the intent to lessen recidivism and return to the community an individual that is a model citizen.
General Educational Development Program (GED)
GED's can be obtained by those inmates who did not receive a High School Diploma, and that wish to enroll in the program.
Adult Education Literacy Program
This program targets those inmates who would like to be able to read and write, and be skillful in the use of words. Encourage inmates that score poorly on the GED pretest to enroll in this program.
Mental Health Counseling Services (Substance Abuse)
This program helps inmates understand the disease of addiction. Length of the program is eight weeks in order to achieve the ultimate objective of being able to recognize the disease of addiction, the mood center of the brain, medical complications of addiction, and withdrawal.
Urban Jail Conflict Resolution
This program trains deputies to mediate at the jail, and trains inmates in self-management and conflict resolution skills so that they may learn to settle disputes in a non-violent manner.
Inmate Employment Program
This program is designed to equip the inmate with training, job readiness skills and life skills, tailored to meet the individual needs of the participants as determined by individual assessments of inmates’ behaviors.
